As the founder and President of Tier1net since its inception in 1997, Mr. Capobianco brings over ten years of networking and telecommunications experience. Prior to Tier1Net, Inc. Mr. Capobianco founded Innovative Network, Inc. a leading Boston Based Networking Integration Company. Serving as a senior network consultant to the fortune 500 community, Mr. Capobianco is internationally recognized for his efforts in the development of worldwide VPN’s for the financial industry.

Through his six years in the Information System Division at the United States Department of Transportation, Mr. Capobianco was instrumental in the design and development of major networking initiatives for the FAA, U.S Coast Guard, and Federal Highway Administration. Mr. Capobianco played a key role in Intelligent Transportation Systems for the Mass Highway Department, Virginia State DOT, and Texas State DOT, developing high-speed fiber optic digital video traffic systems, which soon became the benchmark for which future systems were based upon.

Mr. Capobianco was awarded Vice President Gore’s prestigious Hammer Award for the key role he played in the Docket Management System for the U.S. Office of the Secretary of Transportation. Speaking at national conferences including the National Performance Review Conference on reinventing government Mr. Capobianco continues to be a key influential figure in the telecommunications industry.

Mr. Capobianco holds a bachelors degree in Business Management and Finance from Merrimack College and a Masters Degree in Computer Information System from Boston University.
